In a large bowl, mix together the corn, flour, baking powder, sugar and salt and pepper to taste. Stir in eggs and heavy cream until batter is combined.
Using a large skillet, coat bottom with vegetable oil and warm to medium heat.
Once the oil is hot, drop batter into the skillet as flat, circular shapes. Cook fritters for 2-3 minutes until golden brown, then flip and repeat cooking time for the second side. Repeat process with the remainder of the batter, until all fritters have been cooked. Garnish with chopped cilantro.
